WELCOME

In 2013, Orange County LAFCO approved the South Orange County Visioning Process to guide exploration of future viable short and long-term governance options for the inhabited and developing areas in South Orange County.  Identified as a multi-year effort, the stakeholder process will involve collaborative working group discussions for two study areas: Rancho Mission Viejo Study Area and Rancho Santa Margarita Study Area.  This webpage is intended as a resource for stakeholders and other interested parties to stay informed on this effort.

STUDY AREAS

Rancho Mission Viejo (RMV) Study Area

The RMV study area consists of the community of Ladera Ranch and the Rancho Mission Viejo (RMV) Planning Areas.  Stakeholder representatives include: agency staff representatives from the County of Orange, Santa Margarita Water District, and LAFCO; community representatives from Ladera Ranch; landowner representatives from the Rancho Mission Viejo Company; and staff representatives from the Cities of San Juan Capistrano and San Clemente.   While the City of Mission Viejo has chosen not to actively participate in stakeholder meetings at this time, staff has indicated that the City will monitor the process.

Rancho Santa Margarita (RSM) Study Area

The RSM study area consists of the City of Rancho Santa Margarita and the communities of Las Flores, Coto de Caza, Stonecliffe, and Wagon Wheel.  Stakeholder representatives will include: agency staff representatives from the City of Rancho Santa Margarita, County of Orange, Santa Margarita Water District, and LAFCO; and community representatives from Las Flores, Coto de Caza, Stonecliffe, and Wagon Wheel.   While the City of Mission Viejo has chosen not to actively participate in stakeholder meetings at this time, staff has indicated that the City will monitor the process.

STAKEHOLDER PROCESS

Stakeholder working group meetings for both Study Areas will begin in mid-summer and are expected to conclude in late summer or early fall.  Stakeholder discussions will include, but may not be limited to, the following key areas:

  • Community and common interests and concerns regarding governance impacts on current and future municipal service delivery.
  • Financial accounting of County revenues and expenditures related to key service provision (i.e., public safety, planning, flood control, road maintenance).
  • Financial information and analytical requirements to explore potential short and long term governance options for the two Study Areas.
  • LAFCO procedures and factors for formal review of applications for short and long term governance structure alternatives, including, but not limited to, sphere of influence amendments, annexations, incorporations, formations of special districts (County Service Areas, Community Services Districts), etc.

At the conclusion of the stakeholder process, LAFCO staff will present a comprehensive report to the Commission and outline potential implementation of governance alternatives by the appropriate agencies or community stakeholders.
